What's changing
- The fee for an initial national interest risk assessment falls from $22,800 to $16,960.
- A lower $61,800 consent fee applies to some transactions involving non-New Zealand government investors.
- The regulator may waive or refund fees after an administrative error, or where payment would be unreasonable or unfair.
- The existing fee item for certain sensitive-land applications is removed.
Who's affected
People and organisations applying for overseas investment consent or national interest assessments, and the regulator handling those applications, are affected.
When
These changes take effect on 11 September 2026.
What you might need to do
- Check which fee applies before submitting an affected application.
- Ask the regulator about a waiver or refund if an administrative error occurred or payment would be unreasonable or unfair.
Background
The regulations update overseas investment fees and give the regulator flexibility to waive or refund fees in limited circumstances. The explanatory note says the changes include reducing fees and addressing cases where charging a fee would be unreasonable or unfair.
