December 2023 proposals

Proposed bills would end clean-vehicle discounts and high-emission charges, and stop unions and employers making industry-wide fair pay agreements.

• Proposal to end clean vehicle discounts — Would end rebates for low-emission vehicles and charges for high-emission vehicles by 31 December 2023.
• Proposal to remove fair pay agreements — Would stop unions and employer groups finalising industry-wide or occupation-wide fair pay agreements.
• Proposal to restore older resource rules — Would repeal two resource laws, restore the older system, and temporarily retain fast-track consenting.
• Proposal to protect a sustainable environment — Would add a right to a sustainable environment to New Zealand’s Bill of Rights.
• Proposal to continue specified rules and levies — Would confirm specified rules, levies, export limits and duty settings so they continue.
• Proposal to focus Reserve Bank on prices — Would make low and stable prices the Reserve Bank’s only economic objective, removing maximum sustainable employment.
• Proposal to repeal tax reporting law — Would repeal the Taxation Principles Reporting Act 2023.
• Proposal to allow remote council meetings — Would permanently let local council members join meetings remotely and count toward required meeting numbers.
