October 2024 proposals

This month’s bills would reform mental healthcare, strengthen family-violence protections, restore Samoan citizenship rights, regulate police vetting, tighten child-offender reporting, and extend earthquake-repair deadlines.

• Proposal to change compulsory mental healthcare — It would replace the current law with a rights-based framework for compulsory mental health care.
• Proposal to strengthen family-violence protections — It would strengthen legal protections for victims of family violence.
• Proposal to restore some Samoan citizenship rights — It would let eligible people linked to Western Samoa apply for New Zealand citizenship as of right.
• Proposal to set police-vetting rules — It would set a legal framework for Police vetting and allow services that could improve safety and efficiency.
• Proposal to tighten child-offender reporting — It would tighten reporting for registered child sex offenders, including children staying with them, education, voluntary work and overseas travel.
• Proposal to extend earthquake repair deadlines — It would give owners of earthquake-prone buildings four more years to complete required repairs, with a possible further extension.
• Proposal to reshape children’s oversight — It would make the children’s monitor independent and give children’s advocacy to one commissioner.
• Proposal to restrict disposable vapes — It would ban disposable vapes and limit vaping displays, advertising, and sales to young people.
• Proposal to improve personal-data notices — It would require organisations collecting your information from other sources to tell you and explain your privacy rights.
• Proposal to ease overseas rental investment — It would create a simpler approval test for overseas investors buying large rental developments.
• Proposal to change freshwater rules — It would change rules relating to freshwater and other matters.
• Proposal to speed up project approvals — It would create one streamlined process for approving large infrastructure and development projects.
• Proposal to allow club commercial use — It would let Takapuna Boating Club use part of its land commercially while keeping its main use community-based.
• Proposal to change dairy export licences — It would change how New Zealand allocates dairy export licences for quota access in five overseas markets.
• Proposal to confirm existing regulations — It would keep certain regulations in force, including rules covering levies, fees, duties, and food businesses.
• Proposal to settle Ō-Rākau claims — It would give Ō-Rākau land to named ancestors connected with the battle and recognise a 2023 settlement agreement.
• Proposal to settle Te Korowai claims — It would settle historical claims by Te Korowai o Wainuiārua, including Tamahaki, Tamakana and Uenuku ki Manganui-o-te-Ao.
