April 2026 proposals

This month’s proposals would expand clean-slate eligibility, criminalise virginity testing and hymenoplasty, define woman and man by biological sex, and deny parole without cooperation.

• Proposal to expand clean-slate eligibility — It would let people with short prison sentences or repeat-driving disqualifications seek clean-slate treatment after 10 years without reoffending.
• Proposal to criminalise virginity testing — It would create offences for virginity testing and hymenoplasty, including some acts overseas involving New Zealand citizens.
• Proposal to define woman and man in law — Would define “woman” and “man” by biological sex across New Zealand law, unless a law explicitly says otherwise.
• Proposal to deny parole without body location — It would require parole refusal unless an offender cooperates in finding a victim’s remains.
• Proposal to update transport regulation — It would change rules for transport regulation.
• Girl Guides property proposal dropped — The proposal was dropped; it would have let Girl Guides dispose of some property despite existing limits.
• Proposal to change Auckland transport governance — It would change how Auckland’s transport system is governed.
• Proposal to change anti-money-laundering rules — It would change rules aimed at preventing money laundering and terrorist financing.

• Proposal to block public funds reaching gangs — Would stop the Crown and its agencies funding organisations run by, administered by, or associated with gangs.
• Proposal to align government boundaries — It would make government agencies align their regional boundaries with one another and local councils within five years.
• Proposal to settle Ngāti Hei claims — It would settle historical claims involving Ngāti Hei.
• Proposal to end Environment Ministry — It would end the Ministry for the Environment and move its existing functions to the Secretary for the Environment.
• Proposal to settle Ngāti Tara Tokanui claims — Would settle Ngāti Tara Tokanui claims.
