Proposal to widen KiwiSaver home withdrawals
The Bill would let some members use KiwiSaver for a first home on a farm or without living in it.

What's changing
- KiwiSaver members would be able to use savings to help buy a farm through an entity or trust, if it will be their first home and main residence.
- Members with service tenancies would be able to use KiwiSaver savings to buy a first home without intending to live in it.
Who's affected
The proposal would affect KiwiSaver members buying a farm as their first home and members living in service tenancies who want to buy a first home.
When
This is a new proposal still going through Parliament, and no start date has been set.
Background
The Bill is intended to add these two situations to the existing first-home withdrawal rules. The Ministry of Business, Innovation and Employment prepared a regulatory impact statement on 22 September 2025 to help inform the policy decisions.
